Prior to being elected to public office, he was CEO and President of Aabra Group, a consulting firm and Master Strategies, a recruiting firm. Bryan was inaugurated as the 9th governor of the United States Virgin Islands by Rhys Hodge, Chief Justice of the Supreme Court of the Virgin Islands on January 7, 2019.
On January 19, Bryan signed the Virgin Islands Medicinal Cannabis Patient Care Act into law. On February 26, 2019, Bryan testified about the USVI financial conditions, recovery efforts and expressed for Puerto Rico statehood before the US Senate Committee on Energy and Natural Resources chaired by Alaska Senator Lisa Murkowski. On May 28, Bryan submitted his first budget for FY 2020 to the Legislature of the Virgin Islands. On August 3, Bryan signed bill into law which prohibits use of certain sunscreens in the territory. On August 19, Bryan began his first weekly press briefing. On August 28, Bryan declared a state of emergency and closed government offices due to Tropical Storm Dorian. In September 2019, Bryan sent a letter to then President Donald Trump urging him to provide U.S. aid to the Bahamas. On October 7, Bryan signed the Hotel Development Act into law. Bryan held the first Workforce Development Summit from November 13–14, 2019.
