He received his Bachelor of Arts and Master of Science degrees in Mathematics from Punjabi University in Patiala, Punjab, and was awarded the gold medal in both of these programmes. After that, he went on to earn a postgraduate diploma in development economics from Churchill College, which is part of the University of Cambridge in England. In 1985, the Governor of Punjab bestowed upon him the chancellor's medal for academic excellence, which is the province's most prestigious award.
