John Charles Carney Jr. is the 74th governor of Delaware, having taken office in 2017. He is a Democrat who served as the United States Representative for Delaware's at-large congressional district from 2011 to 2017. Carney also served as Delaware's Secretary of Finance and as the state's 24th Lieutenant Governor from 2001 to 2009. In 2008, he ran unsuccessfully for the Democratic nomination for governor, losing to Jack Markell. In 2016, he ran for governor again and won, succeeding Markell, whose term was up. In 2020, he was re-elected with 59.5% of the vote, defeating Republican Julianne Murray.

Carney was the second of nine children born to Ann Marie and John Charles "Jack" Carney in Wilmington, Delaware, and raised in Claymont. His parents were both teachers. His great-grandparents were Irish immigrants.
Carney was the quarterback for St. Marks High School's 1973 state championship football team, and he went on to earn All-Ivy League and Most Valuable Player honors at Dartmouth College, where he graduated in 1978. He joined the local Beta Alpha Omega fraternity while a student at Dartmouth. Lieutenant Governor of Delaware
He was elected Lieutenant Governor of Delaware for the first time in 2000 and served from January 16, 2001 to January 20, 2009.
Carney presided over the Delaware State Senate and chaired the Board of Pardons as Lieutenant Governor. He presided over the Delaware Health Care Commission, the Interagency Council on Adult Literacy, the Criminal Justice Council, the Center for Education Technology, and the Livable Delaware Advisory Council. In 2002, he launched the "Models of Excellence in Education" education initiative to identify practices in schools that have increased student achievement. Carney was also elected as chairman of the National Lieutenant Governors Association from July 2004 to July 2005 by his colleagues.
Carney has long been a proponent of wellness issues in Delaware, having sponsored "BeHealthy Delaware" and "The Lt. Governors Challenge" to encourage Delawareans to be more active and address the state's high rate of chronic diseases. He fought for Delaware's public smoking ban in order to improve health, reduce cancer rates, and discourage teen smoking.
Carney served as president and chief operating officer of Transformative Technologies after his tenure as lieutenant governor ended in 2009. Carney ran for the Democratic Party's at-large seat in the United States House of Representatives in 2010. Carney was up against Republicans Glen Urquhart and Earl R. Lofland of the Independent Party of Delaware, Libertarian Brent A. Wangen, and Blue Enigma Jeffrey Brown. The seat had been held by Republican Michael Castle since 1993, when he decided not to run for re-election to the House in order to run for the U.S. Senate seat once held by Vice President Joe Biden. Fairleigh Dickinson University's PublicMind Poll released the results of its opinion research in the first week of October, showing Carney with a 15-point lead over Urquhart, 51%-36%; well ahead in New Castle County (56-32) but running even with Urquhart (43-43) in the downstate counties of Kent and Sussex. A second Fairleigh Dickinson poll conducted just days before the election found Carney leading by 17 percentage points, 53% to 36% among likely voters.
Carney was elected by a margin of 16 points, 57%-41%, and took office on January 3, 2011. His victory was one of three for the Democrats in a year in which they lost a net of 63 seats to the Republicans.
2012
Carney faced Republican Tom Kovach, President of the New Castle County Council, and two minor candidates in his bid for a second term. Carney stated in a debate with Kovach, "I will continue to do in Washington what I did in Delaware: work across the aisle to get things done. I learned early on that compromise is part of life." Speaking on the Affordable Care Act (commonly known as Obamacare), Carney stated that it "is not perfect," but that it is the "only chance we have to get costs under control." Carney was re-elected with 64% of the vote to Kovach's 33%.
2014
Carney ran for re-election to a third term in 2014. He defeated Republican Rose Izzo by 59% to 37%, with Green Bernie August and Libertarian Scott Gesty taking 2% each.

Carney and Illinois Republican Aaron Schock co-sponsored a bill in 2011 that would use oil exploration in the United States to help fund a five-year federal highway construction project.
Carney introduced the Expatriate Health Coverage Clarification Act of 2014 (H.R. 4414, 113th Congress) into the House on April 7, 2014. The bill would exempt expatriate health care plans from the Affordable Care Act's requirements. Carney contended that expatriates, which include businessmen, pilots, and ship captains, typically have special, high-quality health care plans tailored to their specific needs. According to Carney, "expatriate health insurance plans provide high-end, robust coverage to executives and others working outside their home country, providing access to a global network of health care providers." Carney stated that requiring American expatriate health care providers to comply with the Affordable Care Act's tax and reporting requirements would put them at a competitive disadvantage in comparison to foreign companies offering comparable health care plans.

Carney ran for governor as a Democrat in 2008, because incumbent Governor Ruth Ann Minner was constitutionally barred from seeking a third term. Tenure
On July 12, 2017, Carney stated, "The Juvenile Justice Advisory Group will help us create an environment where all Delaware kids have an opportunity to succeed. This Executive Order will recharge and reenergize the group to find solutions that will work." On July 20, Carney vetoed a Delaware House of Representatives bill removing the five-mile radius of Delaware charter schools.
On October 13, 2017, in response to President Donald Trump's decision to end cost-sharing reductions in the American health-care system, Carney stated that the decision would result in "more people being uninsured in our state, which eventually means higher premiums for all of us," and pledged to work with the state congressional delegation to restore the cost-sharing reductions.
Carney pardoned Barry Croft, a Bear resident who had served a three-year sentence for possessing a firearm during the commission of a felony, in April 2019. Croft was arrested and charged federally in October 2020 for his role in a kidnapping plot against Michigan Governor Gretchen Whitmer. Carney confirmed the pardon the day after Crofts' arrest, calling the federal charges "disturbing," and adding, "This is also another warning sign about the growing threat of violence and radicalization in our politics."
